Job Summary
Kforce is seeking an Open Data Administrator to join their Data Services team in Phoenix, AZ. This contract role involves managing two Open Data Portals (ArcGIS Online and OpenGov), collecting, organizing, evaluating, and publishing datasets. The administrator will ensure data quality and compliance, collaborate with internal departments, engage external users, maintain metadata standards, and support internal analytics projects. The position requires a strong understanding of data governance and a passion for leveraging data for transparency and innovation.
Must Have
- Plan, execute, and monitor data-related projects.
- Oversee the collection, storage, and maintenance of datasets.
- Identify datasets suitable for publication in collaboration with data owners and compliance teams.
- Engage with external users (developers, researchers, civic tech groups) to understand data needs.
- Maintain metadata standards for discoverability and documentation.
- Develop and maintain SOPs, user guides, FAQs, and dataset documentation.
- Conduct workshops, webinars, and training sessions to improve data literacy.
- Create tutorials and use cases to help users apply open data effectively.
- Build and nurture communities of data users, including civic tech groups, startups, and academia.
- Bachelor's degree in Information Technology, Data Science, or related field.
- Proven experience in data management, preferably in an open data environment.
- Proficiency in data collection, storage, and maintenance.
- Experience with database systems (e.g., Oracle).
- Ability to ensure data accuracy and integrity.
- Familiarity with data cleansing and validation techniques.
- Knowledge of security protocols and best practices.
- Experience implementing measures to protect sensitive information.
- Skilled in data analysis tools (Python, R, Excel).
- Familiarity with open data platforms (OpenGov, Socrata, CKAN, Esri AGOL).
- Experience with GIS spatial data.
- Ability to ensure compliance with relevant standards and policies.
- Strong interpersonal skills to work with diverse stakeholders.
- Excellent analytical and troubleshooting skills.
- Ability to create clear technical documentation and reports.
- Experience providing training and explaining complex concepts clearly.
